What's the buzzing noise on a Hayward CSPAXI11 jacuzzi heater mean?

I just replaced the broken heating elements on it, made sure there was enough water there (where the elements go), and 5 seconds after I turn it on, it makes this buzzing noise. What exactly does that mean?

oh no its another unfortunate soul that got talked into buying a Hayward CSPAXI11 oh no i’m sorry to tell you this but after working at spas and tubs for over thirty years i am more educated on this subject more then anyone on this site.. for sure..
i would suspect you got talked into buying this from a local untrustworthy used spas parts.
at my company we would give our employees a fifty dollar bonus for every one of those we sold
read a review on them on the internet, after you have replaced on part the machine wont work
it has to have all the original pieces or it wont function correctly
sorry buy your best bet is selling that crud and try to get a much dough as you can for it
i know its unloyal and really wrong
but you got trappped in the same situation

it could be a transformer(if equipped)or maybe it just has a buzz going on,did you use the same elements? is there an inspaection plate where you can look at the electrical componets,if so look inside and see if you can see or get an idea from where its coming from
